Hong Kong explores off-site freight screening

The Hong Kong Civil Aviation Department (CAD) is inviting interested parties to enrol in its newly launched Regulated Air Cargo Screening Facilities (RACSF) scheme for off-airport screening.

The deadline for submitting applications for the initial stage is 31 December.

ICAO mandates security screening of all air cargo by 30 June 2021, and the CAD has been working with the air cargo industry to develop the new scheme in line with these requirements.

“Following trade consultation, we have introduced the RACSF Scheme, which is a new initiative to enable and regulate air cargo screening at off-airport locations,” an airport spokesman explained.

“The establishment of off-airport screening facilities will enable air cargoes to be screened at the existing warehouses or similar premises of the air cargo industry before such cargoes are transported to the airport for loading onto aircraft.”
